I faced the same problem too, and a few ballpark figures in the datasheet would definitely help. I'd like to know whether the PLLs, for example, need 1mA, 10mA or 100mA.
The powersupply section in the manual of the, IIRC, DE0 board gave a good indication. Then I compiled a simple NIOS design at 60MHz and use the Early Power Estimator Tool in Quartus for some extra figures. So I concluded that a PS capable of sourcing 700mA on the 1V2 and 3V3 rails and 100mA on the 2V5 for the PLLs, is most likely quite sufficient for my particular application.
