capacitance testing with fpga and/or Nios

I have a project to make a capacitance tester for many (500) small coax wires. Range up to 1000pf. I'm wondering if a nios and fpga are a possible solution.

    If you are intending a rough good/bad test, it may be sufficient to measure the discharge time of a RC circuit connected to a single bidirectional pin. Accuracy is mainly limited by input threshold uncertainty.
