I encoutered the problem after installed Windows 7 32, too.

Using the method as follows, I solved this problem.

1. Open C:\Altera\91\nios2eds\bin;

2. Change the eclipse-nios2.exe compatibility mode to Windows Vista SP2 or low version, illustrated as the picture attached.
