13 years agojic file usually reprograms ecps device from scratch, so a power off during the process should not be an issue, unless it generated some hardware damage because of other hazardous conditions occurring (i.e. ESD, power surges, devices connected to fpga were still powered on ...)
From your message I guess the jic itself is definitely not the problem. I mean you can use the same file to successfully program ecps on another board, can't you?
