Contact an Arrow FAE and request the design files. They might want you to sign an NDA to access the files. You would then need to be careful, since the NDA language might put constraints on your new product, since it would be based on their design.

You really don't need their schematic. If you don't mind sharing your design, you can always post it here, plenty of people will provide feedback.

For example, look at this design, its got lots of comments and details:

All of the Terasic boards come with good documentation too. You could look at their schematics as a reference.
