basic problem with cycloneiii

I have a ep3c40q240c8.i can configure it from jtag and also program it's epcs16 and verifiy it.but the fpga after configuration have no effect.for example all pins are 1;no output affected by input;n...

thanks all .

i remove Schottky diodes near epcs and every thing is ok.

i donot know why!!!!!!!:)
