Are Stratix V IOE delays programmable dynamically?

I'd agree that this appears to provide the functionality you are looking for. The scan chain interface is similar to the interface on PLLs (that Pete and I have used for dynamically adjusting PLL parameters).

I'd recommend instantiating this component and simulating it using Modelsim.

If you synthesize a design, you should be able to view the "default" settings of the IOE delay buffers using the "Resource Property Editor".
