altera max_pls help

hi,

i am a beginner to fpga, my university project is on a altera max 7000 board, the board has to generate pwm voltage from the spectrum analyser in the pc(connected using parallel port , spectrum analyser by matlab), we have compiled the project and downloaded it to the board, but now i have no idea about how to get the voltage output , the output pins only show an unknown signal with no signifcant voltage when connectd to the cro,

i think i have missed out the vcc and vccio pins , please tell me how to connect these pins on the board
