Any Cyclone FPGA should be good enough for this kind of task. You just need to look for a kit that has ADC and DACs with the specifications you require.

For the I2C interface, as long as you have a kit with a few I/O pins connected to the FPGA it should be fine. You can find a I2C master IP that you can put in the FPGA.
