Agilex5 SDM_IO pull-up resistors

Hello,

In the Agilex5 user guide -Pin connection guidelines it written the SDM_IO1-16:

This pin is pulled high internally by a 20-
kΩ resistor when the device is powered
up.

Does it mean during ramp-up or when device is powered?

I observe the Direct to factory image input is pull high on ramp-up and pull down after 50ms, is it normal? who does it?

I used SDM_IO13, it contain internal 20K pull up, I have 100K pull down external resistor.
