Is 5CEFA7F27M7 the correct P/N for military temp range and tin lead solder balls? How do I buy them? What is cost, LT & MOQ?

Yes, only the distributor can answer your questions. Getting non Rohs parts should be possible, but usually the lead time is longer (sometimes a lot longer) and there is a minimum quantity of components to order.
