You could create a toolkit, but that still requires the System Console executable.
If you're looking for this to be completely standalone, I'm not sure that's possible.

Isolated executable i dont think possible. But, in with system console, you can create toolkit with tcl and its libraries

Thank you @SyafieqS . Other question:
Is it possible to run the system-console in CLI command line mode (without the GUI)?
Is it possible to run it hidden (without a new window getting created)?
I am using Windows 10, system-console 12.1 sp1. I can probably use a later system-console if this feature is missing

- Yes possible, you can run System Console in command line mode and either work interactively or run a Tcl script. System Console prints the output in the console window.
Is it possible to run it hidden (without a new window getting created)?
- I don't think yes as the System Console will prints responses to your commands in the terminal window.
