I fully uninstalled Quartus 18.0 and reinstalled a fresh version. I was also able to get BTS to open and connect to the board, it gets to around 35% then fails, and needs to reinitialize BTS. 

Failed to read production information from this SOF in the FPGA.
Please select compatible FPGA design from Configure option in the menu bar.
If you still meet this issue, please try to restart the BTS GUI.

When using the programmer, I still receive the same error message as before.
