OpenCL Quartus

Question

Hi, i want to program a OpenVino Link board but when i try to run the test programs of OpenCL, i can´t because is necesary use the partial configuraction and i don´t have a licence to use quartus stardart edition, exist a way to use the board to program with OpenCL and test without to buy a license of Quartus? i am student and don´t have the money to buy the license, thanks a lot.
