Is the Dev Kit Quartus license renewable?

Regrettably, Devkit license is only for 1-year use and user unable to upgrade/renew it. If you are looking for Quartus license fix/floating, login to Intel® FPGA Self Service Licensing Center and request the Quartus evaluation free license here https://licensing.intel.com/

OK, then if one is upgrading to the full Pro license does one have to buy the full-price "new" license, or can one get it at the renewal discount?
