Cost effective FPGA/SOM for hdmi passthrough & IP h265 multi ip security stream

I'm doing some research for a project of mine, and need advice for a cost effective FPGA/SOM board for HDMI video passthrough, (HDMIRX-HDMITX) compatible SOM chip at 4k60 or 1080p200
and PCIE compatibility

Also needs enough power for 4 multi streams for a security system
I'm thinking of using a rk3588soc onto of a FPGA board to take 8k video support, rk3588 is a really incredible chip for its cost. and I'm interested in imbedding an AI accelerator chip into the board itself so i could ignore the PCIE compatibility from the rk3588

Looking into creating my own custom board FPGA/SOM everything and outsources my own components to design and manufacture 100k units.

Question me the best you can or message me directly either way. this is all theory brainstorm work on my end because this is my first big project
