ARM Development Studio for Intel SoC FPGA

Hello,
I have an Atlas DE0-Nano board from Terasic. As per instruction by RocketBoards, ARM Development Studio for Intel SoC FPGA has to be downloaded as a development tool. I'm unable to find ARM DS for Intel SoC on the Intel website, even after being logged in. Where is ARM DS for Intel SoC downloadable?
