Altera USB Blaster II drivers for Windows 11

No version of Quartus has been qualified for use on Windows 11.

When it happens probably it will be the latest release, not a year old release as you are using.

I don't work for Intel, just speculating.

Why did you move to Windows 11 without checking compatibility first?

The driver is not yet supported for Windows 11. You can get it for Windows 10 and earlier from following link.
