Why is the Arria V GX Custom PHY IP rx_signaldetect signal stuck high in hardware when using Quartus II software version 12.0sp1 and earlier?

Description

The Arria® V GX Custom PHY IP rx_signaldetect signal may be stuck high in hardware due to a bug in the Quartus® II Software version 12.0sp1 and earlier.

Resolution

This issue will be fixed in a future version of the Quartus II Software.
