Why does the Low Latency 40GBASE-KR4 trigger CTLE adaptation when frame lock is lost in manual mode?

Description

Due to a problem in the Low Latency 40GBASE-KR4 logic implementation, if frame lock is lost while in manual mode, CTLE adaptation will re-start even though it should not.

Resolution

This problem is fixed beginning with the Quartus® Prime software version 16.0.
