Why does the jtagserver.exe process have very high CPU usage even after I exit the Intel® Quartus® Prime Pro Edition Programmer?

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Programmer version 19.3 and 19.4, you may see high CPU usage for the jtagserver.exe process.

Resolution

This problem is fixed starting with the Intel® Quartus® Prime Pro Edition Programmer software version 20.1.
