Why does the Intel® Quartus® Prime Pro Edition Software v21.3 fail to start on Windows operating system?

Description

In the Intel® Quartus® Prime Pro Edition Software v21.3, you might see the software fail to start up on Windows 10, Windows Server 2012, and Windows Server 2012 R2 after a successful installation.

This occurs when the Windows updates are not up to date.

Resolution

To avoid this problem, install the following Microsoft Windows OS patches.

Windows Server 2012 R2	Install Microsoft KB4338815 (or more recent “Monthly Rollup” update)
