Why does the generation of the altsyncram IP from the command line fail?

Description

Command line generation of the altsyncram IP component is not supported in the Quartus® II software version 13.0 and later.

The chapter Command Line Scripting (PDF) in the Quartus II Handbook version 13.0 incorrectly indicates that the following command can be used to generate a RAM or ROM IP:

qmegawiz -silent module=altsyncram -f:rom_params.txt myrom.v
