Why does SDI Receiver have locking issue after the reconfiguration process?

Description

This solution is created to fix the SDI receiver intermittenly locking issue after the reconfiguration process.

This issue will only happen in ACDS Quartus® 11.1 SP2 and Quartus 12.0 software.

This issue will affect all devices and all SDI IP Core Variance.

This issue will be fixed in ACDS Quartus 12.0SP1 software.

Caution - You must either have previously installed the Quartus II 11.1 SP2/12.0 software or must install the Quartus II 11.1sp2/12.0  software before installing this patch. Otherwise, the patch will not be installed correctly and the Quartus II software will not run properly.
