Why can't the USB Blaster or USB Blaster II drivers be installed on Windows when using Quartus® Prime Pro software version 18.1?

Description

Due to a problem in Quartus® Prime Pro Edition version 18.1, the USB Blaster/USB Blaster II driver cannot be installed when using the Windows* operating system.
