Why am I unable to select Design Assistant rules for state machines starting in Quartus II software version 13.0?

Description

Beginning with the Quartus® II software version 13.0, Design Assistant (DA) state-machine rules M101, M102, M103, M104, and M105 are no longer supported and cannot be enabled. These rules were only checked pre-Fitter in previous versions of the Quartus II software. Starting with version 13.0, the Quartus II software no longer performs pre-Fitter Design Assistant checking.
