Why am I not able to open the Cyclone III, Cyclone IV and Cyclone V PowerPlay Early Power Estimator (EPE) in Windows 7?

Description
You may not be able to open the Cyclone® III, Cyclone IV and Cyclone V PowerPlay Early Power Estimator (EPE) in Windows 7 due to the Excel Protected View settings.  If you see the Protected View warning (appears in a red colored box) when opening the EPE, click the option to "Edit Anyway" in order to use the EPE.
