What is the meaning behind the footnote "The device does not stay at the minimum junction temperature for a long time" found in the Intel® MAX® 10 FPGA Device Datasheet?

According to Intel® MAX® 10 FPGA Device Datasheet, ID: 683794, Version: 2022.10.31, page 8, footnote 6:

There is an explanation for the minimum operating junction temperature, which is "–40°C is only applicable to Start of Test, when the device is powered-on. The device does not stay at the minimum junction temperature for a long time."

Resolution

This footnote can be ignored as the statement is not accurate. Hence, the minimum operating junction temperature for Intel® MAX® 10 devices is -40°C (for industrial and automotive applications), even for a long time.
