Is it possible to change the I/O dynamic delay chains using partial reconfiguration in Stratix V devices?

Description
No, it is not possible to change the IOE delay chains dynamically using partial reconfiguration in Stratix® V devices. However you may use the ALTIOBUF megafunction to dynamically change the IOE delay chains in user mode.
