Description

Due to a problem in the Intel® Quartus® Prime Pro Edition software version 17.0 and earlier, you may see this internal error at the fitter stage.

Resolution

To work around this problem, change the following fitter setting:
Assignments > Settings > Compiler Settings > Advanced  Settings (Fitter) and set
Periphery to Core Placement and Routing Optimization -> OFF

This problem is fixed beginning with the Intel Quartus Prime Pro Edition software version 17.1
