In the Intel® Arria® 10 PDN tool 2.0, how is F_effective calculated for non-Vcc rails?

Description

In the Arria® 10 power distribution network (PDN) tool 2.0, F_effective is not calculated in the same way as F_effective for Vcc. Instead, for the other power supply groups, F_effective is initially set to 70 MHz. The tool does not recalculate this value, but the user can override the value.
