How do I tell Quartus to use elevated voltages for Stratix V GX ES transceiver supplies VCCA_GXB, VCCR_GXB, VCCT_GXB and VCCH_GXB?

You do not need to tell Quartus® II to use elevated transceiver voltage supplies.

Resolution

You should choose the highest available voltage for each particular supply. You should still ensure that you elevate the voltage on your board in accordance with the "Errata Sheet and Guidelines for Stratix® V ES Devices" document.
