Error (13119): Channels xxx are driven by X1 clock network and need to be placed in the same six-pack due to user location constraints. However, only 2 of the six-pack channels are usable.

Description

You may see this error when using the receiver pin as a REFCLK pin in Arria® 10 devices when using Quartus® Prime Standard edition 15.1.

Resolution

This problem will be fixed in a future version of the Quartus Prime Standard edition software.
