Cannot search Quartus II Help in IE 11

Description

When you launch Quartus II Help from the Help > Search menu in the Quartus II software version 15.0, and attempt to search for a keyword in the right frame, a Windows 8.1 installation of Internet Explorer (IE) 11 generates a "This page can't be displayed" error.
