Can the VCCLSENSE and GNDSENSE pins be left unconnected if not used on Stratix 10 devices?

Yes, if the VCCLSENSE and GNDSENSE pins are not used on Stratix 10 devices, you can leave them unconnected. But these pins sense the VCC/VCCP voltage of FPGA die, then feedback to external power regulator to compensate for the DC IR drop associated with the PCB and device package. Icc current of Stratix 10 is always large, it's better to use this feature.
