Application failed initialize properly

Description

You may get this error message when launching the Quartus® II Programmer Only software version 13.0 SP1 if your computer does not have Microsoft Visual C installed and you are running Windows XP Service Pack 2.

Resolution

To resolve this issue, perform one of the following actions:

• Install the Microsoft Visual C 2005 Redistributable Package (x86)
• Install Service Pack 3 for Windows XP
• If you are unable to install any of the above mentioned software, use an older version of the Quartus II Programmer
