usb blaster and ep2c5 mini board - jtagconfig hangs

Environment: quartus 10.1sp1 (linux)

Trying to set up an ep2c5t144 mini board with usb blaster clone (zrtech brand).

I connect the usb blaster to usb host first, then to ep2c5 board, then power up the board.

I start jtagd --foreground --debug (as super user to avoid permission issues), and run jtagconfig -d in another window.

Status light on the usb blaster changes from red to blue.

jtagd messages:

USB-Blaster bulk queuing implied, async mode

USB-Blaster port (/proc/bus/usb/001/005) opened

USB-Blaster added "USB_Blaster [USB 1-1.1.2]

USB-Blaster port (/proc/bus/usb/001/005) opened

jtagconfig messages:

1) USB_Blaster [USB 1-1.1.2]

and then jtagconfig hangs forever, without finding the EPCS4 on the board.

What is the next diagnosis step? (I have a screwdriver and an oscilloscope.)
