Questa Starter Edition License

I cannot download a license for Questa Starter Edition. When I sign in to the self-service licensing website I am presented with a page saying that I need an Intel Alliance Partner.

upon signing to https://licensing.intel.com/ you should see this.

#Pls feel free to use our New License Assistant in circle to generate license.dat file
