Quartus Block Editor startup

Brand new to Altera, struggling with first design. How do I start the block editor to enter a design by schematic? I've selected a MAX II device (customer-driven), the blank grey project page comes up, but can't find the secret handshake to get any actual work done.

WinXPPro, 32 bit, SP3, Quartus 13.1

Experience: Lattice, lots; Xilinx, some; Altera, zero.

    Create a new file of type .bdf or open an existing .bdf file. If this is going to be your top-level then you will need to set it as the top level in the project settings.
