No, you cant since programming file are not supported.

jarrettThank you for the response. I am a Federal Employee for the Navy. We are planning to make a procurement for the license in October, but we would like programming capabilities before that to establish a proof of concept. If you can assist me with that or direct me to someone who can, it would be greatly appreciated.
