Problem programming the configuration flash device

Hi, I have a Stratix III dsp development kit and I have problems programming the configuration flash device, I convert the .sof file to .pof using fast passive parallel mode to a CFI_512. When I try to program the devices (fpga and flash) these errors apear

Error: Flash Loader IP not loaded on device 1

Error: Unexpected error in JTAG server -- error code 5

Error: Operation failed

Are these the way to configure my fpga to start after shut down???
