Logic one

Hi

I have to use the internal clock and I have to valid it with a logic one at the input oscena.

I don't know how to do that in quartus:

1/ Add the symbol Vcc

2/ Add a symbol constant with the specified one

3/ declare the input of the clock as an system input and realize the validation physically?
