license for a free tool?? (Questa Intel Starter FPGA Edition)

Why is it so incredibly difficult to open a free tool? Why do I need a license file and why does it need to go online to check something?

It loads quickly when I'm not on my company's VPN, but as soon as I get on it, I get a license failure and it takes about 10 minutes to tell me that. What is it doing?

I just want to know why it is going online at all. Can we not use the tool on an offline computer?

I've tried it with/without the checked "Use LM_LICENSE_FILE". I've tried with/without the 1717@<server> appended. Same result: Works when not on VPN.

    This works for me. You need two separate variables in my situation.
