Error (10003): Can't open encrypted VHDL or Verilog HDL file

We have a perpetual license but it is not working. When we try to compile with the tool, we see the next error: Error (10003): Can't open encrypted VHDL or Verilog HDL file

We see the next error message:

Error (10003): Can't open encrypted VHDL or Verilog HDL file "D:/evk_development/Canopus/trunk/Canopus_Hardware_Project/HAN_Pilot/Canopus/overhead_access_soc_system/altera_eth_tse_mac_211/synth/altera_tse_mdio.v" -- current license file does not contain a valid license for encrypted file
