Config-via-Protocol (CvP) on Cyclone V

According to ug_cvp.pdf (http://www.altera.com/literature/ug/ug_cvp.pdf) Cyclone V supports CvP, but if I follow the tutorial targetting the Cyclone V GT devkit, the CvP device options are greyed out:

If I ignore that and continue, when it's time to split the programming file into periphery and core, I hit a brick wall:

As a sanity-check, I tried with the Stratix device mentioned in the tutorial, and that works fine:

My Quartus version is 13.1.4 (build 182). Am I doing something wrong? Or is CvP just not supported on Cyclone V after all?
