Cannot see the ion of "License Assistant"

I had purchased the one license of "Quartus Prime Software SW-ONE-QUARTUS", and I am trying to get a license file of Quartus prime through FPGA Self-Service Licensing Center, however there is no "License Assistant" ion on bottom-right corner of a page, and instead, the ion of "Offline" is visible. How should I do to activate the "License Assistant" Ion?

    Hi Kenichirou_KEK,

    There are some issue with Self Service Licensing Center recently.
    I believe that the issue has been resolved.

    Could you help to have a look again on the 'License Assistance' in Self Service Licensing Center https://licensing.intel.com/psg/s/ ?
