VCCIO - Recommended Operating Conditions

Hello,

i've a question about the VCCIO Recommended Operating Conditions of a Cyclon 4 IV . In the handbook the tolerance window for the 3,3V is defined from 3.135V to 3.465.

What will happen, if the voltage drops to 3.1 V (e.g. 3.00V). Do the output then behave like 3.0V LVTTL Signals.
