Altera_ForumA clearer problem specification could be helpful.
I guess, the problem is about decoding of a manchester coded data stream? It's rather easy to extract the clock from the signal, but I would expect, that you know the approximate rate in advance. Apart from extracting the clock, an unique pattern is required to synchronize the decoder. Many protocols are using a preamble of equal characters like 0x55.
