Stratix IV 3.3V Vccio/Vccpd confusion

It's my understanding that the Stratix IV complies with 3.3V LVTTL/LVCMOS at 3.0V. To use these standards, the following must be true:

- Vccio must be either 2.5V or 3.0V for inputs

- Vccio must be 3.0V for outputs

- Vccpd must be 3.0V

First of all, is my understanding correct?

If so, why is the fitter placing 3.3V IO in banks where I hand placed LVDS?

I thought LVDS needed 2.5V Vccio and 2.5V Vccpd, which would make the bank incapable of supporting 3.3V IO.
