Stratix DEV which can be prog'ed with Quartus Web

I looking for a Stratix based platform to do some private experiments with. It does not necessarily be an Altera version, but also third party.

Nice would be some environment like basic Audio and Video.

A PCI card could also be of interrest.

Important: Must contain an FPGA which still can be programmed with the WEB Edition.
